PAS 2030 update-ECO funding for installers

April 2021-The British government has decided to stop the Green Housing Voucher Program from March 31, 2021. All vouchers issued will be redeemed, but no more vouchers will be awarded.
We explore alternative funding sources that installers can benefit from, and discuss new plans that will be introduced to support the government’s environmental goals.

Despite the cancellation of the green home subsidy program, the government is still committed to reducing greenhouse gas emissions by 68% by 2030, and has ambitions to achieve net zero emissions by 2050. Therefore, there are still funds available for installers, and we expect that the funds provided for the Green Home Program will be allocated to the new "green" program.


To use this money, you still need PAS and Trustmark certification.


What is the ECO government funding program?


The British government is committed to reducing emissions at the fastest rate of any major economy. Boris Johnson announced his ten-point plan to create and support 250,000 jobs, which will help achieve these ambitious emission targets.


The current Energy Company Obligation (ECO) is an obligation of large energy suppliers to provide energy efficiency and heating measures to fuel-poor households across the UK. Since the program was launched in 2013, 2.8 million measures have been installed in more than 2.1 million homes. Compared with the same households, eligible households benefiting from these measures can save up to £300 in energy costs. Families are eligible if they receive certain benefits, live in the least efficient social housing, or are recommended by the local government for ECO flexible eligibility.


It aims to improve energy efficiency ambitions, and continue to prioritize low-income and disadvantaged households, and pay attention to those living in the least efficient households to make them warmer and healthier. The next iteration of ECO will last from 2022 to 2026, and its value will increase from £640 million to £1 billion per year. It will aim to align with other domestic energy efficiency policies in the social housing and private leasing sectors. In England, the purpose of ECO is to mainly focus on insulating the lowest quality houses and improving them to be close to EPC C when cost-effective and suitable for the property.


Payments come from funders or directly from energy suppliers instead of the government, so an established system is in place. There are no vouchers or mobile apps, but you must still comply with PAS2030:2019 and TrustMark standards.


What is the local authority delivery plan?


The Local Authority Delivery Plan (LAD) is implemented in three phases. It is the Social Housing Improvement Fund, an integral part of the Green Home Grant, and aims to work with local authorities to ensure that the funds are used for people living in social housing or private rental housing.


On March 23, 2021, BEIS announced a nationwide house upgrade. More than 50,000 households received a warmer and more environmentally friendly house with a capital of 562 million pounds. It will enable more than 200 local authorities in England and Scotland to fund the nationwide upgrade of Britain's least energy-efficient and fuel-poor homes. This includes measures such as hollow walls, underfloor and attic insulation, and replacement of gas boilers with low-carbon alternatives such as heat pumps where appropriate. It will help low-income families and social housing tenants. As part of the plan, funds will be used in every region of England and Scotland.


The fund requires PAS2030:2019 and the installer must register for TrustMark before it can be delivered.
